What is the difference between resurfacing and road rehabilitation?

When is stabilisation required?
Road stabilisation and subgrade improvement are required when natural formation cannot carry design vehicles after drainage and moisture control, when proof rolling fails, or when a thin pavement would otherwise sit on soft ground. Lime or cement stabilisation is a formation decision—not a substitute for fixing blocked drainage.
What quality records are provided at handover?
Compaction and pavement-layer proof, thickness and material records, drainage and kerb records, traffic-control documentation, line-marking and furniture as-builts, reinstatement evidence, and a handover pack the asset owner or next trade can file.
